How can you get your investment certificate in Rwanda—a step-by-step guide

Do you want to invest in Rwanda’s real estate but don’t know how to secure the investment certificate? The process is not difficult for those who have experienced it.

 

Rwanda is quickly becoming one of Africa’s most attractive destinations for real estate investment. With its stable governance, rapidly growing economy, and investor-friendly policies, it’s no surprise that developers from all over the world are eyeing the Land of a Thousand Hills.

 

  • But before laying that first stone, there is a step to must take: securing an Investment Certificate from the Rwanda Development Board (RDB).

 

Let’s walk you through this essential process efficiently and step by step.

 

Step 1: Begin with the online application

 

The first step towards investment registration begins online at www.rdb.rw. Head over to the e-Services portal and click on the “Investment Registration” link. You’ll need to create an account if you haven’t already.

 

But before that, ensure you have your Company Incorporation Certificate. This is obtained from the Office of the Registrar General, also accessible via www.rdb.rw on e-Services portal and click “Business Registration.” Once registered, you’ll receive a Company Code or TIN—an essential identifier for your investment application.

 

Additionally, depending on your project, be prepared to submit:

  • An Environmental Impact Assessment (EIA) Certificate, issued by RDB (if applicable).
  • A license granted by the specific business sector in which you plan to operate (where required).

 

Once all documentation is ready, you’ll need to pay a non-refundable fee of USD $500 or its equivalent in Rwandan Francs (RWF). Payments can be made to the following accounts at any branch of the Bank of Kigali:

 

  • USD Account: 100001110181
  • RWF Account: 100001110882

 

Remember to use the current BNR exchange rate when converting.

Step 2: Application letter to RDB CEO

Next, prepare an official application letter addressed to the Chief Executive Officer of the Rwanda Development Board. This letter should formally request an Investment Certificate and accompany your online submission.

 

Step 3: Submit a business plan with clear components

A well-documented business plan is essential. It should include the following details:

  • Executive summary of the project
  • Action or implementation plan
  • Profile of the project promoter(s)
  • Market study or analysis
  • Anticipated date of commencement
  • Details on raw materials sourced locally or nationally
  • Information on financing and assets from outside Rwanda, along with timelines
  • Planned technology and knowledge transfer
  • Projected number of employees and employment categories
  • Five-year projected income and expenditure statement

Once your business plan is ready, upload it through the online application portal.

 

What happens next?

Upon receiving and approving your application, RDB will assign a dedicated focal person to guide your project. If all documents are in order, the processing takes no more than two working days. Yes—you read that right. Two days to get your Investment Certificate.
